We stopped here for fuel only. There was a strong beam wind. I called on channel 16 for several minutes, but got no response. I finally telephoned, and two dock hands came out to meet us.

Unfortunately, they were very inexperienced. They had no idea how to handle a boat in the wind. I had to give them every instruction, like "tie the line to the cleat".

When I went to pay for the fuel, I asked the young lady why they didn'f answer on channel 16, and she responded, essentially, that they didn't know how to work the radio.

I love the cheap fuel, but I wouldn't recommend this place except undefr the calmest of conditions.

We pulled into Top Rack yesterday afternoon. Three dock hands to help us tie up and fuel. $2.09 for deisel and $35.00 a night no matter what your length. Electric included. They only have about 3-4 power pedastals and it is first come first served but we were the only two boats here so not a problem. Huge 3+ acres fenced in field for the furry friends to play in and lots of shopping a short car ride away. Restaurant and Deli on site.

By far the best marina along the ICW. The diner/dockage combination is not applicable anymore but a standard $35,- is also acceptable.
And a diner at the restaurant is the best along the ICW sofar.

We pulled in late in the afternoon for the night and we were the only boat at the Marina. We ate a great meal at the Amber Lantern. Our meal for 3 was 100$ (including tip) and we were full and very satisfied with the food. Regular dockage for our 50' boat would have cost 68$ and we spent 100$ for both dock and a great meal. We consider this a good deal. Fuel was 2.09$ today (diesel). Didn't give it 5 stars for two reasons. First, lots of wake overnight due to barge traffic and second, near by bridge to the north has a steel deck and it's noisy with truck traffic.

Had a terrific meal at the restaurant, and enjoyed free dockage. Great price on fuel and dock master is great. Terrible boat wakes from boats rushing by trying to make it to the lock on time. If you do plan to stay overnight, don't pull in until late in the day when cruising boats are finished trying to make the lock

We stopped here for 2 nights on 11/3/16. The marina is an easy entry directly from the ICW at the SM 9 mark. The only issue is with the wakes from unobservant/discourteous powerboats passing by. The marina personnel were very friendly and helpful and the facilities are very well maintained. The high point is the Amber Light Restaurant. The service was impeccable and the food was outstanding. If you're looking for a place to park the boat for an overnight and enjoy a gourmet meal, this is definitely the place. We'll be coming back.

Heard from Deep Creek lockmaster that Top Rack had the best fuel prices in area. They sure did! Beat best by 20 cents a gallon. Blake at the dock was helpful and courteous, as well as Blake at the cash register. We certainly recommend this facility for fuel, and judging from the reviews, we'll try to pick the next visit on a day when the restaurant's not closed (monday)

The food was excellent. Free dock with food as has ben mentioned. I loved the Beef Tips special. Floating docks are first rate.. We had a shorted cell in one of our Interstate batteries. Marina Manager called Interstate.. Interstate Truck brought a replacement battery free under warantee!! Great service from both Interstate and Top Rack Marina.

This is primarily a rack storage marina for outboards and muscle boats. 40 foot fingers make docking easy. lMost passing boats respect the no wake zone. Best fuel prices in the area.

We had a great stop here. For every night you eat dinner at the Amber Lantern, your dockage is free. Our meals were the absolute best food we have had in the first 3000 miles of our loop trip...seriously. Brian does a super job of making sure you have what you need. There are only 3 or 4 slips with power hook-ups, so be sure to call ahead and discuss your power needs. Low diesel prices still in place...$1.83 this week. if you are going to be here for more than a couple of days, make some arrangements for transportation as there is nothing in walking distance. This stop should be on your radar for the food alone. And it is a great staging spot to avoid the current bridge construction delays.

UPDATE: Yes, there is a catch. The marina has two 50-amp pedestals and two thirty amp pedestals. If you are boat number 5 or higher (as we were), you get no power. it is still a good deal -- just not as good as when you are among the first four. We have changed our rating to four stars.

2015: Let's see. The cheapest fuel within hundreds of miles, free dockage with dinner and dinner in a very, very good restaurant. Ok, so it can be just a little rolly and they do not have water at each slip. I will happily take the former in exchange for the latter. This is one of the best deals on the ICW and we stop here every year. I have no doubt that we will continue to do so.

What's not to love. Diesel was the cheapest we've seen over 5500 miles on the Loop. And if you have dinner at Amber Lantern your dockage is free - great deal. And the restaurant is not your average place. The food was fantastic. Crab cakes made of chunk crab and wonderful. Restrooms were very nice as well. While there is a little rocking during the day from passing boats - the giant floating finger piers are quite secure. If your a foodie like us - this is a wonderful stop.

Spent the night here March 26th. Floating docks are first rate, and the fuel prices were good.

The restaurant (Amber Lantern) is a real gem. We had apps and steaks and they were great. Bartender is not stingy. The meal was excellent, and they have a dine-n-dock special where transient overnight stay is free with meal for two. Perfect.

Next day was Easter Sunday, it was gray and drizzling, and the dockhands were super pleasant and helpful fueling us and getting us on our way.

Showers and bath facilities are clean, large and comfortable.

There is not real wave action except for wakes from ships in ICW, pretty calm. You will have ships passing in the night.

Highly recommend this if you need an overnight docking.

Brian and staff very good at help with everything. Called ahead and Brian ordered parts from Cummins and had when we arrived the next day. Fuel price very good. Water only at fuel dock so not as convenient to top off fresh water. Dock and dine great deal. Food very good. Showers/rest rooms nice but locked up at 8pm when restaurant closes and not open until 8am the next morning so not good for early departures.
Stopped again 5/6/16 for fuel but pumps not working. Restaurant was and food again was great. No rest rooms after restaurant closed.

Very cheap fuel- and the first marina on this stretch to offer it. Others have since followed, but they were first. Stopped here 5/3/16 for fuel, and they were great about letting us use a slip afterwards to do an oil and fuel filter change- even disposed of our used oil for us. John, the dockhand, and Brian in the ships store/ deli are both terrific. (Brian also works in the restaurant kitchen after his shift in the deli/store is over.) Everything said about the restaurant is accurate, from my standpoint. The food is tremendous. Miles above most all waterway restaurants. And the choices are more varied, and well done. We had mussels-great- seafood pasta ( one crew member was nearly whimpering, he was in such a paroxysm of pleasure) and on and on. All 5 of us were pretty happy when we left to head up the Chesapeake. Can't think of a reason not to stop here.

Arrived mid morning after getting through the 9AM opening of the RR bridge that was under repair. Did pumpout and tookon fuelat$1.929.galfor diesel. This is the lowest price we have ever since 2007 when we bought this boat. Joshua ran a long hose from the building to our boat so we could wash the salt off. There is still no water at the slips but this method works. Wenoticedthatthestaffdid this for all boats staying for the night. Great restaurant-free dockage if you eat there.

Arrived early morning after an overnight run from Atlantic City. Dock staff very friendly. Needed guidance on line handling. Took on fuel - lowest price of trip from Portland Me to Stuart Fl. Restaurant closed on Monday but not a problem. We have plenty of food on board. Dockage was $1/ft. Free if restaurant was open. Hopefully restaurant will be open when we go north again in the spring. Very nice facilities but no water at the slips only on fuel dock. Washed windows but rest of boat hada to wait for next stop.

Excellent stop. This was our first visit toTop Rack Marina. We will make this our regular stop going north and south. Brian the marina manager was very helpful and friendly. The fuel price was the lowest of our trip from Stuart Fl to Portland ME. Dockage is free if you eat dinner in the Amber Lantern Restaurant andspend at least $75.We did this easily since everything is a la carte. The food and service were excellent. Area was a little nosiy during the day with yard work and bridge construction. But very quiet in the evening and overnight. Also water was only available on the fuel dock which was a surprise but not a problem.

Fall 2015: Just when we thought it couldn't get any better, we found diesel for $1.929 per gallon! We haven't paid that little since 2005! This continues to be a favorite stop. Make sure to check out the restaurant - one of the best on the waterway. Add free dockage when you eat there and you can't not go.

This time we asked the chef to make something special that would fit our no meat and diary lifestyle. He was not only happy to accommodate us, he made us a fabulous dinner of wild mushroom ravioli with a perfect marinara sauce and steamed fresh broccoli. Add one of the many nontraditional beers they serve on tap and the Raspberry Walnut Salad and we were in heaven. If you haven't been you're missing a real treat.

2014: We've been back so many times the boat just turns in when we get there... We always have a fabulous meal at the restaurant, some of the best food anywhere on the east coast. The fuel prices are too low to believe. Brian, I don't know how you do it but just keep it up!!

2011: In the past we have stopped at Top Rack for fuel while waiting for the bridge opening. They have the best prices around and their listed price includes all taxes, so no surprises. This time we had filled up before going offshore (too bad, the price was good) so we didn't need fuel but decided to take advantage of their "Eat at the restaurant and dock for free" deal.

The food was absolutely fabulous and not outrageously price. They have 12 beers on tap. I had a Belgian blonde type that had a slightly sweet edge - great and unlike any beer I have ever tasted.

We spent a quiet night and then right on the ICW and on our way. If you need fuel this is usually the best price around but even if you don't you'd be crazy not to stop in have a great meal and get a free slip. And Brian and his staff are wonderful. We will be back - there are 11 more beers to try...

This is a great marina in every respect except one - there's no dockside water! Otherwise, it's a 5 star marina. Who would design such a fine marina and not provide dockside water? Also, cheapest diesel price I've found since leaving Ohio 5 weeks ago. The restaurant is closed on Modays, so I was very disappointed to miss a meal here after hearing so many great comments about the quality of the meals - not only here on AC, but a transient that came in tonight also raved about it.

Stayed here on 10/6/15. Wonderful docks! Diesel was $1.92/gal which was super cheap! The resturant was 5 stars although the hostess was on her cell phone when we left. Little lack of professionalism on her part in such a wonderful place to eat. Hats off to the chef and waitress! Wife and I had the steak and it was to die for! Dockage was free with $75 spent in the resturant. Was so worth it! Will stop here everytime we are in the area. There was help with fueling and docking which is also a plus. Not sure if the bathrooms were available during the night b/c the door was locked and 1 shower stall in each bathroom would make it difficult if it were crowded. Was close to the locks which is a plus!

Wow - great marina staff, fantastic restaurant (check out the dock and dine deal - It's a no brainer) new and immaculate bathroom/shower, lots of grass for the dogs and the cheapest fuel you will find! Fantastic experience. Some reviews mentioned the wakes of passing boats, but on the Thursday night we stayed there was not a wake to be felt until 9am next morning. Wonderful!

Right on the Elizabeth River, it is a nice stop on your way north or south. Docks are in excellent shape. Staff is very helpful. Clean facilities. Strong Wi-Fi signal. We did the spend $75 at the restaurant and get free dockage deal. Food was excellent. Service was a little off for an upscale restaurant but our server may have been new and still learning. There's nothing within walking distance and no courtesy car, but we had a good meal, a hot shower, got caught up on emails, and filled both our diesel and water tanks. There was quite a bit of activity on the docks and in the river so it got a little rocky at times. Still, we enjoyed our stay and would stay again.

We stayed here for a week and could not have been in a better Marina. The staff is attentive and the monitor traffic on the rive to keep the wakes at a minimum. The Amber Lantern Restaurant is first rate dining and with a free nights slip well worth the stay.

stopped here for the night headed south to Elizabeth city excellent place people are very friendly and extremely helpful. fuel prices are great and the deli was excellent. bathroom and shower were very clean and would have loved to try the restaurant but as with several other places for some reason it was closed on Labor Day. if it wasn't for the showers closing by 7 and restaurant not being open it would have been 5 stars.

With their offer of free dockage when you spend $75 at the excellent Amber Lantern restaurant on site, this is a can't be beat deal. We've all had the crab cakes now, and agree they're among the best we've ever had. We really can't say enough good thigs about the restaurant.
We'd give it 5 stars but for a couple of things. The excellent bathrooms aren't open 24/7, and they have no laundry facility. And the bridge construction underway within a few hundred yards isn't great, nor is the view of the asphalt plant next to it across the river. But nearby access to a Food Lion makes provisioning easier than at the downtown marinas. Overall this is a great stop on the ICW.

We have been looking forward to checking out Top Rack and it did not disappoint. Docking can be a little challenging against the river current, but we had excellent assistance from the dock hands. The slips are wide and look like new. Brian gave us a tour of the building, even taking us into the kitchen to meet the chef. Their special of free dockage if spend $75 in restaurant is a real winner! The food was excellent and the outside balcony was a beautiful setting.

Not really the lowest price in Va ($.14 /gal less in Heathsville). Fuel cut off at $1000, had to pay before finished pumping. Dock help very good and helpfull. Fuel hose needs to be longer. Min charge at Resturant for free dock. Floating docks. A little movement due to ICW.
I don't think they are set up too well for larger vessels. Again the dock crew was excellent.

Chef Carmelo Muroni and Bryan the Marina manager are two individuals who have created what I consider the best stop on the ICW for fantastic food, polite staff & of course the lowest fuel priices. Our 63 ft Outer Reef Maverick had no problem docking on their 60 foot docks. May seem like a small boat marina but for those who can look past the small boat name will be pleasantly surprised.

I've been stopping here for a couple years to take advantage of their "best in Virginia" diesel prices. Pulled in 3/12/14 for fuel on the last leg of a northbound delivery and found thier prices a good .20/gal more than the next marina south. In their defense, no marina in the area has sold much diesel for a while because of the extremely cold weather and the manager was very apologetic, but I still had to pay the higher price! I will confirm fuel price before I use them again.

We wanted to stay only one night. The offer was, to eat at the Amber Lantern Restaurant and to dock for free. And the dinner was excellent!
We found very helpful and friendly staff. The manager was very attentive and eager to make our stay pleasant. The docking and fuel prices are very low and finally we stayed for a couple of days more than expected.
It is a quiet place where you can stay. Even petfriendly with a big area behind where the dogs can run.
Showers and restrooms look new - like the whole place - and you also get nice deli. There are a few boat parts available and mechanics like to take care of your boat if needed.

Next time we come back we will definitely stay here again.

We discovered this accidentally - were moving our new-to-us boat from Great Bridge to Hampton, planning to stop in Norfolk for the night. Saw the "free slip space with meal" just north of the Steel Bridge drawbridge and decided to try it.

Absolutely first rate! The dock hands got us tied up quickly, then I assume the manager (Brian?) came to say hi and welcome us. Showers were huge, slips were great, everything was new and sparkled.

And the meal... absolutely delicious. I had possibly the best duck ever, and we've eaten a lot of duck in France. Wine list was short but creative and had a nice range of styles and prices.

I hope the marina and restaurant prosper, because it makes a perfect stop either when heading south (you'll be staged perfectly to pass the lift bridges to your south) or heading north (once through the last lift bridge and lock just south of Top Rack), you can cruise at your own schedule heading to Norfolk and the Chesapeake.

Can't say enough good things about this operation. The only caveat, and it's a tiny one, is if you _must_ have shore power, not every slip has a pedestal, so you might want to call ahead and reserve a slip with power if that is essential. Otherwise, huge thumbs up.

Stopped in on a Monday night, restaurant was closed, 1.00 per foot was refreshing, the crew filled us with fuel ( according to Active Captain's list, cheapest price on east coast...3.09 per gallon incl tax using credit card.) The facility smells and feels bran new, they work to keep everything spotless and it shows. Brian came out to oversee his crew and say hello.Polite quick courtious young dock hands AND the most water volume ever out of the city water hose...felt like a fire hose. Super clean almost new floating docks. We were the only ones there and Monday was a quiet treat for us. Guess everyone knew about the free dock if you eat at the marina resterant and Tuesday had about 9 transient boats.
Food was great, staff was what you want to have, we stayed two nights and will have it on our list of places to fill up and stay at on the way home in the spring.
Best reference we can give , is we will be back.

Our fifth time and it honestly gets better. Fantastic fuel price; extended 60 ft slips now; and longer fuel hoses. The fuel pumps are the perfect speed for our boat and fueling was quick.

We took about 400 gallons, spent the night, and had a wonderful meal at the restaurant with other friends who showed up. Top Rack - you're tops - thanks!

This was our fourth time at Top Rack. Got another 400 gallons of diesel at the lowest price I've seen. Had another fabulous dinner at Amber Lantern.

Well not only do they have all those things but what sends Top Rack way over the top is the restaurant. Karen and I decided that this was the best meal we'd had for our entire 9 month cruising season. It was our second time at the restaurant and we're shocked at how fantastic the food is.

Top Rack has a good thing going. They are directly off the ICW - maybe 100 yards with a simple, open approach. They had the best fuel prices we'd seen so while going southbound and waiting for Steel Bridge, we popped in and got 300 gallons of diesel. We didnt really need fuel but the price was good and we were waiting for the bridge anyway.

While there we learned about their facility. If you eat at the restaurant, you'll generally end up getting a free slip space. There's a Fresh Foods grocery store just over the bridge.

With their great prices and honest pricing (all taxes are included in the price - they're not hiding anything), we'll plan to stop and 'Top Off at Top Rack' each Fall and Spring. As Coinjock's fuel prices have increased over the years, it's nice to see another facility step up and become the place to get fuel in this part of the ICW.

Staff was great, friendly, helpful. Can't say enough good things about them. We'll be back.

Brian and staff were very accomidating. Facility appears to be new , is well kept and clean. The river area is pretty industrial here but the area is a no wake zone so it is calm. Floating docks and plenty of water make for a secure tieup. Bit of a long reach to the power pedistals.
If you are heading south, this is a great stop for fuel, dinner, and the first lock opening at Great Bridge the next morning. Thru the bridge(opens on the hour, new fixed bridge under construction) and 15 minutes you are at the lock.

Had it not been for Active Captain I would have never stopped here. I've passed it many times on deliveries and thought it was a good looking storage facility but not a place to stay. After reading reviews on Active Captain I decided to try it on a 60' Sea Ray and we fit in perfectly. The fuel price is the best and the Dock and Dine makes this stop perfect for any cost conscience boater. The restaurant is truly 5 Star and depending on the size of the boat, it's like getting one dinner for free.
The dock crew is great but I agree with another poster.. They advertise a channel to call them on but they don't wear radios to receive calls. I also gave up and just came in... No water at the docks, no cable, no problem.

8/16/14 Another destination stop for the cheapest fuel and the Amber Lantern Restaurant. Our Admirals even got an afternoot tour of the kitchen and got to meet the chef Carmello. Dockmaster Brian took good care of us. Grounds are superbly maintained and clean, nice showers and restrooms. Ships store is very basic, and geared to the smaller boats they house in the dry storage building. Nothing else around the area though.

After transiting this area many times, we finally stopped in. The marina is right on the way, but we usually had a more distant destination that we had to make so we just passed on by. I got caught in a crosswind when docking, but the deckhands saved me! Thank goodness the slips were very wide.

Excellent restaurant, a little pricey for me, but when you combine the free dockage, even this cheapskate thought it was a good deal! Best price on diesel fuel anywhere on the Chesapeake Bay.

We will make this a destination and make sure we stop for the night from now on.

We came down from Smithfield, VA for the sole purpose of refueling. Yeah, I know, that's a 30 mile trip and we past several marina's with diesel along the way. The thing Top Rack had the others didn't was the lowest price for miles around and no additional charges added to the pump charge. We saved considerable money on a 200 gallon top-off and we got to spend a wonderful day on the water. Like they say, any day on the boat is a good day.

We also had lunch in their deli. They have great sandwiches.

Our only complaint with this marina is that they have a habit of not answering radio calls. This trip, after hailing them several times we just went ahead and docked ourselves. With a cross current that wasn't exactly easy.

We still plan on returning for more fuel when the time comes. Next time we hope to do an overnight and eat in their restaurant.

We stayed here on 7-2-14 because they had the best price for fuel in the area, and because of the Dock and Dine special. We found their dock hands to be very efficient, the facilities clean and neat, the docks are virtually new, and the restaurant is virtually to DIE FOR. This place would get 5 stars from any restaurant reviewer in the US. The maintenance people were also very nice, dropped what they were doing to come fix a minor problem on our boat and the charges were very reasonable. The only thing that keeps us from giving 5 stars is the lack of wake protection (although they try to slow boats down with a huge loudspeaker system) or laundry facilities.

We have loved this marina in the past and came here going north and south. However, things have changed for the worse. Most importantly, the diesel price quoted on AC was 3.499 as of 6/26/2014. When we called on the afternoon of the 28th, the day before our arrival, we were quoted 3.499. Upon our arrival, we were told the price was now 3.599. Brian, the manager, was called to resolve the dispute, and he apparently told the employee to charge us 3.599. He offered to give us free dockage, but we were already planning to eat at the restaurant, so it would have been free anyway. Brian said he neglected to tell the staff and to update AC. Not our problem. We took on 600 gallons, so the difference was $60. Enough to cover most of the cost of dinner at the restaurant.

Furthermore, the Dockhands were poorly trained and had no idea how to bring in a big boat. The person in charge apologized, saying they were new employees.
Management needs to train them and adjust their attitudes.

When we called on the VHF, there was no response. We had to call by phone to let them know we were coming in and get our docking instructions. The person who answered said they would have to make a phone call and call us back.

Also, they do not accept checks, only credit cards.

This is no longer a 1st Choice marina. We should have stopped at Atlantic Yacht Basin.

I heard about Top Rack from some folks on the docks further south. We just came through the Dismal and needed fuel so what the heck, lets check it out.

What a great find! Fuel is priced far lower here than anywhere else. Its a great place to fuel up before heading into the Chesapeake. All the dock guys are very competent and helpful. The docks are floating and right off the ICW. Easy in easy out. Wakes weren%u2019t a problem. The only down side is the location which is not convenient to any retail areas although I'm sure Brian could arrange a ride if necessary. The Amber Light restaurant is superb. This will be a repeatable stop for us.

Marina staff was extremely helpful and accommodating during our two-day stay. They even took some fuel filters I changed out. Competent dock hands who offered to assist numerious times instead of having to ask for their assistance.

Restaurant was excellent in all regards %u2013 truly five-star food and service. I asked if the crab cake appetizer could be pan seared instead of fried and the response was %u201Cno problem%u201D. Waitress (Emily) was one of the best we%u2019ve ever had %u2013 very attentive, but not overly so, with a pleasant and upbeat personality.

Highly recommend both the marina and the restaurant.

I must start out by saying that the food was drastically overpriced for the area. With that out of the way I can say the food was cooked wrong. The steak was not the correct temp, rare when I ordered mid rare, And my wifes seafood meal was overcooked. They only offered a few sides, none of those did I like. I offered to just eat a simple pasta instead, however they declined. So I ate my steak by itself, my wife ate her overcooked seafood, and off we went. We told them about the issues, they simply did not care. We felt the staff was a bit snobby. Hey, you can please anyone. Just TRY TO. A pasta, for a side, and new meals, would have solved the issue. In other news the Deli downstairs was great, lol, go figure. Top racks responce was not one of apology, but of, too bad, so sad. This was their attitude when I visited as well. I shall not return.

We were told about the Dock & Dine opportunity and the great fuel prices, so we planned a stop. When we made our reservation and were told the restaurant, Amber Lantern, is closed on Mondays, we changed our reservation to Tuesday. Glad we did. This is not your typical marina tiki bar. Excellent fine dining experience, handsome room, great service, wonderful food. The docks are nice floating docks open to the ICW, in a no-wake zone (most of the boats honored this). Note that not all docks have power stanchions, and they're up the ramp, so tie port or stbd to get the straightest line. Fuel pump has two speeds, easy to operate on slower speed once we got our boat positioned closer in (hose was a little short for us). Noisy during the day from the rack boat forklift, but quiet at night (noise and wakes). Note this is an industrial area, so not the best view, but potential for great sunsets. Brian stopped by to make sure we were well. We'll definitely stop again.

After passing through the steel bridge, we had our engine give out!! Looking around, we turned toward the new docks at Top Rack Marina and coasted in. . . All 13 tons. Dock hands took our lines, thank goodness and we were tied up within 5 minutes of realizing our powerless situation.
The dock hands immediately made us feel welcome and the next day the mechanics from the shop installed a back up fuel pump which had us on our way.
Absolutely a wonderful experience.
I will plan on including a stop at Top Rack Marina next year as I head south. What a lucky find.

This is a new marina with the lowest fuel prices between here and Key West. The slip is free if you eat in their restaurant. The restaurant is five star and reasonably priced. We stayed another day to be able to visit the restaurant again. Great staff, very friendly.

We stayed here on 4/30/14 and 5/1/14. Brian and staff were very friendly and accommodating. Free dock if you eat at the restaurant, which is excellent. The bisque was a little too salty for our tastes, though. Everything else was excellent. No wake zone to boot. Would absolutely stay here again.

This marina is a perfect stop for a day or a few. It's near enough to where the ICW forks to the Dismal Swamp, to make a jumping off spot for either route south, or layover before hitting the Chesapeake when going north. The floating 60-ft docks are superb; and easily approached being along the shore of the river. They're well lit and the huge sign makes the marina very easy to locate day or night. The washroom and showers are the nicest you'll find; there's a marina store/deli on site, as well as a restaurant and all the staff are friendly and helpful. The dock fees are very reasonable.
The Amber Lantern offers casual fine dining, and both meals I ate there were amongst the best restaurant meals I've ever had. They had a deal on where dockage was free with the purchase of dinner at the restaurant - don't pass that up; the food's worth the cost, and saving the dock fee is a happy little bonus.
The marina offers water, pumpout and purportedly the lowest fuel prices around. I can't independently verify that, but it was the cheapest we've seen.
A retail shopping area and Walmart are within a couple miles, but for getting around the Norfolk/Virginia Beach area you may want to rent a car. There are nearby rental companies and check online for deals. We took advantage of a $10/day weekend deal at Enterprise, and they picked us up.
Top Rack should be the first choice for transient cruisers.

I planned he first part of my rip South based on Top Racks offer and the other reviews that are on Active Captain. I was not disappointed. I am single handing a 50 footer with massive wind age, and when I told the office about it they had the entire gang down there to assist. To say that they are a omitting is an understatement! Almost literally they cater to you! The Amber Lantern is easily the best restraint I have eaten at in a fe years. I hosted a party there with my friends and many of them said they would come back for special occasions or just to get a great meal!

The piers are in great shape, strong and secure. Their fuel price was the beast I could find!

The showers were clean and well thought out, the only thing that was missing was a heated floor, but they might add that some day.

I feel that they work very hard for the reputation they have and it is well deserved!

The set up for the lock and bridges is outstanding! Underway into line and on your way in under 15 min.

We holed up here for two nights waiting on the Great Bridge Lock, and the staff could not have been more accommodating. Slips we're easy to get in/out of, dock hands and dock master Brian were great. Food at the restaurant was delicious! Contrary to other posts, the wifi was available, free, and fast, and the showers we're open during the day, at least while marina office was open. The only thing to note was that it didn't look like every slip had an electrical hookup or water, but Brian was clearly going out of his way to get folks accommodated. We'll be happy to stop in here again!

During high wind and heavy rain associated with the remnants of TS Karen we decided to move from Portsmouth to Top Rack's new floating docks late in the day. We called ahead and Brian had already left but he reassured us that we would be fine at Top Rack. As we negotiated the Elizabeth River darkness was falling and fog added to our plight . Brian called while we were still a mile away and gave us docking instructions. He again called after we tied up to make sure we were safe and secure in the driving rain. We were soaked as we entered the restaurant but the maitre de greeted us by name and said she was expecting us, again arranged by Brian. We ended up spending four days there waiting out the storm and had a great meal every night. We also topped off with fuel prior to leaving. We felt that Brian took individual care of us during this stormy period and we are grateful.

The only thing keeping me from giving this marina a 5 star rating is its location regarding nearby shopping etc. The fuel price and Dock & Dine are the draw to get you in, but after that you are not dissappointed. Everything else was excellent. The staff is very friendly and helpful, the docks are substantial and new, the rest rooms and showers are first class and immaculate, and the restaurant, although pricey, was also very good. We will look forward to returning on the trip north next spring.

We were headed back South this summer from a trip to the Chesakeake Bay. I was looking for a place to stay close to the entrance to the Dismal Swamp. We didn't want to get caught up by a bridge opening and miss the first lock opening so i was looking on my Active Captain app on my phone and spotted Top Rack Marina. Perfect location for what I wanted to do. I saw the reviews about the free dockage if you buy dinner. Gave them a call to verify and headed that way. Wow, best fuel prices by far during our trip and super nice staff. Slips had been extended and super clean. The restaurant was fantastic!! Nice to indulge because it basically free because of the free dockage. The next morning it was no rush to be first in line for the first lock opening. The only thing that would make it better is if the bathroom/showers were available all the time. I will go back again.

All the prior reviews are spot on. The docks are new and clean. Diesel on 10/3/13 was $3.55, the cheapest we have seen this summer. The restaurant is excellent, even though a pricey meal pays for your dockage. Brian the Dockmaster was very helpful and friendly. The marina is on the green side of the ICW just north of Steel Bridge, which makes the departure the next day very easy.

The only negative is that there is not much here other than the Amber Lantern, and the restroom/showers are only open when the restaurant is open. That means they are not open in the am. All in all, this is great. There were other free docks up in Portsmith, but why not get free dockage with a great meal.

Crab cakes mediocre but the steak is excellent was outstanding... ranking equal to or better than Ruth Chris and Barnams in Tampa. We couldn't believe the restaurant food quality with a short but expertly pick wine list. We will be back. It would be nice to have the water to the docks and a laundry. Power is 208(120 sine) not 240(180 sine) so my fancy inverters would only pass one leg thru.

Jun 20, 2013 -Stay and Dine is a good deal. We stayed overnight and ate in the restaurant. Good food, expensive but good. They are extending their docks. Still no laundry and there is no water at each dock. If you need water, be sure to fill your water tank while at the fuel dock. That is the only hose bib on the floating docks. Would be complete if they had laundry and water at the slips. This place is EXTREMELY CLEAN. The manager Brian is friendly and helpful and will do whatever is needed to make you happy.

May 12, 2013 -We only stopped for fuel. We did not stay here so therefore I rate them AVERAGE as I rate any anchorage or marina that I have not stayed. However, manager Brian and I had some emails and he did everything he could to accommodate us before getting here to try to get us to stay overnight. (We couldnt stay overnight because we had a dog medical situation that came up and required an immediate stop). The one thing I noticed is their docks are only about 35 ft long, and they do not have laundry facilities. I met Brian when we fueled and suggested he put that in. My wife is completely NOT INTERESTED in a marina without laundry facilities. She lives to do laundry. Helpful staff at the dock. Cant be any easier to get here from the ICW !

We couldn't decided what to get, some we got one from each category....the scallop appetizer, the crab bisque, the tomatoe mozzarella stack, the swordfish and to finish it off the chocolate explosion (also called the chocolate lava cake). The marina was clean and well-kept and the staff very friendly. Water was not available right at our slip, but they would have dragged the hose over if I had asked. The closest grocery stores are about a mile walk on busy US Hwy 17, so that isn't ideal. The marina store wasn't well stocked with grocery items while we were there.

This place may look a little forbidding -- the buildings are big! -- but it's very friendly and such a great deal. Yesterday I just got diesel and a hot sandwich, but the fuel is the least expensive for quite a large area and the roast beef on Ciabatta bread was exceptional.

Last fall I spent the night and much enjoyed the restaurant. The deal has changed a bit -- you have to spend $75 in the restaurant to get free dockage -- but it's still a very good deal.

The lock master at the Deep Creek Lock recommended this place. The diesel price was the best I have seen in a long time. They are pushing a dine and stay for free deal right now. Eat in their restaurant and get a free slip, with power, for the night. The floating docks are in excellent condition and the help could not be more pleasant.

It appears that 50 amp power is limited so we used two 30 amp cords with no problem. As far as I could determine, the only water is at the fuel dock. The dock master did offer to run a hose from the building supply, but we just used the water that we had on board.

The restaurant is not cheap, but the food is great and well worth the price, especially when you consider the free slip and power. There is a ships store and Deli right at the docks. We did not get the chance to check them out.

The docks are located right on the river and are exposed to both wakes and winds. There was no current when we arrived and the winds were light. It is supposed to blow tonight, so we may find out what effect the wind has.

One other thing, they are in the process of replacing the Steel Bridge. At the moment, They have a pile driver working so it is a bit noisy. Hopefully, they knock off for the night.

Overall, I am really impressed with this facility. Great in and out, friendly help, cheap (relatively speaking) fuel, wonderful restaurant and free slip and power. What's not to like? If you are in the area, give them a try.

If they had water at the slip, I would give them 5 stars.

We stopped in for 2 nights on our way South down the ICW due to forecasted high winds. Chose this place based on the AC reviews - what a great call. Brian and his staff were top notch, very courteous and helpful. The young man who helped us tie up just could not do enough for us. And the young lady who works in the ship's store and deli went out of her way to help us with some last minute provisions. We tried the "dock and dine" special - dinner was superb! The entire facility is sparkling clean, restrooms and showers included. Would definitley stay here again.

The whole place is top notch, buildings, personnel, facilities, docks, etc. Very easy access off the ICW and right in front of the Steel Bridge for starting in the morning. Brian, Alan, and John all very helpful. Brian came down to check on us and make sure we had everything we needed.

I just stopped in for fuel and the prices were the lowest I've seen anywhere. I looked around the store while I was in there and they'e got a fairly nice stock of basic marine supplies. The dockmaster gave us a hand tying up and taking on some water. He treated us very well. The only complaint I had is the arrangement of their fuel dock, you have to pull into a slip to access the fuel. It wasn't all that bad but a pull alongside fuel dock would have been a little easier. I saw the signs about a free slip with a meal. I didn't have time to try it this time, but next time I'm up this way I think I'll give it a try based on some of the other reviews.

After reading a few other reviews and seeing their ad, we decided to stop and check it out first hand. We were able to get through Norfolk Harbor and Portsmouth on a Friday just in time to catch the last daytime opening of the Gilmerton Bridge and get to Top Rack by 4:00. Great fuel prices, friendly and very helpful staff, but the food at the Amber Lantern.... WOW! That was worth the stop. Absolutely the finest cuisine on the waterway. I would give the restaurant five stars. And the marina could be five stars with just some minor tweeking. Like hooks and a bench in the shower rooms. And it would be nice to have restroom available whenever you need it. They are locked when the restaurant closes around 10:00. But these folks are on the right track to bring in every boater in the Portsmouth area. Thanks for the great stay.

We stopped last night on our way south. Picked up some cheap fuel and had a great dinner. Dinner was about $115 including tip and a bottle of wine. You can do dinner much cheaper. They have a very nice menu. We asked how much we had to spend to get free dockage and our waitress said there was no minimum. Their bathrooms are very clean, but only open 8am to 10pm (I think). Also, they have a ships store, with reasonable prices. If you call ahead they say they can get just about anything in a day or two. We'll stop again.

We stopped again in September '12. We had an exceptional dinner, about $60.00 for two (that included the tip). Add to that very clean showers and cheap fuel.....what's not to like?

This excellent marina has a top shelf restaurant and one is free for a visit to the other. Brian, the boss reckons its better to have satisfied customers and the French/Italian chef puts out a superb meal in what appears to be the middle of nowhere. The local well off fill it. I spent $70 incl tip for just me, including sundowners, (lots), and huge meal incl desert... Cream brûlée as only a real French chef can make it.
Considering all the marinas are about $70 for my size boat, and I am single handing, Top Rack marina really comes up trumps! But don't try to slip in and think dinner means some $5 pasta....

We must agree with all the others, this is an outstanding operation. After a long day cruising up from Elizabeth City, we arrived just minutes ahead of a thunderstorm. Two excellent dock hands got us safely tied before the deluge. Then an excellent dinner in the restaurant, which is nothing like any "marina" restaurant we have seen. We will certainly return.

Top Rack Marina is committed to having the lowest prices for diesel in Virginia%u2026 and they proved that to us on our trip North last month. We had found the lowest price (at Portsmouth Boating Center) with a few phone calls to be almost $.20 less than any of the prices in the Great Bridge area and called Top Rack and told them. They called back a few minutes later and offered us a price that was $.01 less than what we had found (a $.20 reduction from their published price). When we arrived a few minutes later, they were changing their signage to reflect the rock-bottom pricing that they had offered us by phone. No guessing or cruise planning required. Just find the best price in VA by phone prior to passing Top Rack and give them a few minutes to verify it.

We called Brian after a very hot day in the Dismal Swamp. We arrived in a strong thunderstorm with strong winds and heavy slanting rain. There were three guys waiting for us on the dock in the rain. It was an easy approach but even so it took me three tries to make the dock safely. They were soaked.

We cleaned up and visited the restaurant to earn our free night. It was great. We felt postively guilty "eating" our mooring fee!

Next day called "Farm Fresh" and they picked us up. It is an excellent store. The driver refused a tip. There is no shopping in walking distance.

Brian and crew were very friendly and helpful. When they reduced their diesel price Brian found us in the restaurant to tell us. We took on 300 gals at $3.36. We stayed an extra night, and will repeat the visit on the way south.

I was heading to Hampton by the DSC and the lockmaster told me that there was a bridge closed all day long, so... I look for a place to stop and arrive to the Top Rack Marina on the side of the ICW. I find here a thoughful staff, a free dockage with a very delicious dinner at the Amber Lantern restaurant, and a very clean place.

We have stayed at Top Rack twice now and have enjoyed both stays although this is not your typical marina. Brian, the primary contact at the marina, is very helpful. The marina is designed for small power and sail. There are 22 slips that are perpendicular to the channel. A large shed houses racks and boats are lifted by forklift into the water. One slip has 50 amp service and the rest have dual 30s. As previously stated, the Amber Lantern is a very good restaurant and dockage is free with dinner ($75 min purchase). The floating docks are short (approx 45'). Stern in can be best but beware there is a strong current and little wind protection. The bathrooms are clean but while we were there they were locked at 11pm and were not opened until the marina staff arrived (approx 9am). The Steel Bridge, directly south of the marina only opens on the hour and on demand, depending on the time of day. It also has a period where it is closed. There is a No Wake Zone in front of the marina that is usually honored. There is a yard across from the marina that has forklifts and other machinery working until about 3 am.

They have a program they call "dock and dine" where you stay free if you have dinner in their Amber Lantern restaurant. We had a wonderful meal with top shelf ambiance which was possibly the best I have ever had along the waterway.

This place is an excellent marina. Management is professional and helpful. Location is very clean. Many piers to dock at. Gas is cheap compared to almost every other marina I have been to in this area. Mechanic on hand. Parts are priced great. Deli and restaurant is amazing. Deli has great sandwiches and pizza. The restaurant it fine dining with an excellent selection of beers and wine. Showers and bathroom are clean. Grocery store is about 2 miles up the road. Pets welcome. Can't say enough good things about this place, best in the area.

Top Rack Marina is located right before Steel Bridge (heading south) and makes a convenient fuel stop for those headed south. Their prices were the best around.

We stopped for fuel only and got both a great price and excellent service. When the fuel hose wouldn't reach the cockpit fills of our 50-foot trawler, we had to back out and turn around, then come in stern first. The short fuel dock left about 15 feet of our boat hanging out while we refueled--a longer pier would be a very nice addition if the owners care to cater to large yachts.

Excellent facilities, great price on fuel, and service with a smile.

A very accomodating Marina. Yes, Amber Light Restaurant is as good as they say. Ch.16 VHF not monitored, so have to use cell phone to let them know you're there. Had the best diesel price in town. We had built up a shopping list for a supermarket and the local Farm Fresh Market came and picked us up. 757-549-1482 is the closest market but they need to be informed that they are the market near Top Rack Marina. Clean showers, too.

We pulled into Top Rack based on AC reviews and enjoyed complimentery dockage w/30 amp service included. The fuel was still cheap at $3.37, the docks were a very straightforward tie-up, and everyone there was friendly and helpful. The fuel nozzle was too large for our fill, neccesitating a slow funneling procedure, but they said they were planning to fix that. Highly recommend this marina, and particularly the excellent Amber Lantern restaurant.

Originally a "rack-and-stack" marina that has added some transient slips (to support the restaurant, we suppose). While the facilities are new and nice, the diesel cheap (but not the cheapest), and the staff is helpful, friendly, and is trying hard, there are a couple flaws that seem to be holdovers from the "rack-and-stack" mindset. There is no wifi - that is a requirement for a marina these days. There is no water at the slip. The only hose is at the pump-out dock - the idea of filling your fresh water tank from that hose is unappealing. If they fixed those two things, I'd give them four stars. Being between two restricted bridges, seems to keep the wakes down. The restaurant was excellent - it's a $100/couple kind of place, but the free dockage helps. The food was excellent, they have a nice wine list, and local folks come there to eat and drink - it's not just people at the marina. Wel iked it and it is convenient to get the 7am bridge opening heading south.

Amber Light offers high end contintenal cuisine at very moderate prices (no burgers and fries joint here). Top Mast is strategically located for the push south (or north) out of Viginia by either Dismal or Viginia cut routes. Marina is virtually new and staff is very helpful.
I discoverd a failed shower sump after the marina closed - a staff member who was closeing the facility gladly reopened and helped me find the appropriate replacement pump.
Very reasonable fuel prices. And the stay was free (this won't last forever - take advantage while it lasts).

It was Monday as the wife and I made it through the last lift @ the %u201CSteel Bridge%u201D heading north before the %u201CRush hour shutdown%u201D which runs approximately from 16:30-18:30. The Gilmerton%u2019s last lift is 15:30 so we were a captive audience so to speak.
Stumbled onto this facility and the dry storage looked busy but after docking we found that the Ship%u2019s store and deli closed at 16:00. Going upstairs we found that the restaurant was closed Mondays.

We were only one of several vessels waiting to proceed down the ICW. I contacted a couple of the others to let them know that we were going to at least tie-up and wait there, however, when they found out that the restaurant was closed they chose to anchor or idle up near the Gilmerton Bridge.

I think someone is missing the boat on this one. Literally!

We have just about finished the Carolina Loop and had heard about Top Rack on Active Captain and a couple of other sites. It's all true. The price of fuel is the best in the area. The slip fee is a no brainer if you eat at the Amber Lantern Restaurant. Our meal was the best we have had on this whole trip. Executive Chef Carmelo Muroni is fabulous. He had previously worked at one of the best restaurants in Williamsburg, VA. This restaurant and mariina is somewhat out of the way as a single destination but, if you are travelilng through the area and are held up by bridge openings you MUST stop here. And if you can't come by boat then come by car. The restaurant is that GREAT! We WILL be back.

We stopped to sample the food at the Amber Lantern Restaurant at the marina after the great reviews here. The dinner was wonderful, mediterranean style seafood, fresh pasta, steaks. The Italian chef said he wants more boaters to stop. Free dockage and elev in exchange for a great meal.
A call to the Fresh Market at Cedar Rd, 1.5 miles at (757) 549-1482 and the grocery asst.mgr came to pick us up and returned us to the boat.

Top Rack Marina is a great stop! The diesel fuel was the best price we had seen since the New River Marina in North Carolina--$3.55/gallon. If you eat at their restaurant the Amber Lantern you can spend the night at their docks for free with power. Dinner at the Amber Latern was fantastic. We had Rack of Lamb, Ahi Tuna, Steak, MahiMahi, Blue Mussels, Caesar Salad, and Greek Salad. The presentation was beautiful and the service was excellent. Very elegant. The Amber Lantern is closed on Mondays. The marina also has a Sea Store and Deli which are open 8-4PM daily. We will definitely stop here again!

We stopped at Top Rack Marina because of their lower fuel prices ($3.54/gal), and because of the FREE OVERNIGHT DOCK if we ate at their restaurant, the Amber Lantern. There isn't much in the area to see, but we were pleasantly surprised at the quality of the service at the marina, and even more so at the exceptional restaurant offerings. Best food we've had in a long time. New ships store is getting up and running, offering sandwiches and great fruit smoothies - perfect on this hot 100 degree day! Cheap fuel, floating docks, 50 amp service, free water and pumpout, and a quiet, free night after a full belly at the Amber's a no brainer! We'll be back!

Great stop to take on fuel (fast pump,good prices), pump out right at the dock and have dinner at the Amber Lantern which is top notch. Brian, the manager was very helpful as were the dock hands and the staff at the restaurant were all pleasant. We even had a visit at our table from the top chef who prepared an awesome meal and presents a varied menu sure to please. There is a small store with provisions and deli take out. Not much to do or see in the area but it's worth the stop/visit for all the reasons listed above.

We needed fuel and saw that they had a significantly lower price than anybody around. It was blistering hot so a marina stop and a night of air-conditioning sounded mighty good. Free dockage if we ate in their restaurant sealed the deal. But the big surprise was the restaurant. The food was great! Lots of locals were eating there, the presentation was very nice and the chef came out of the kitchen when our meal was served.
The only reason I didn't score them five stars is the industrial view across the river. But the staff was eager to please and couldn't do enough for us. We will definitely return in the fall!

We are staying for a 2nd night of fine (but casual) dining. This marina is right after the Steel Bridge (coming north) and is a welcome stop after waiting for all the damn bridges just before here.

We had lots of help coming into the docks - didn't need it (at slack tide and not a breath of air), but it was appreciated. We were able to top off our fuel right at our slip ($1.43/gallon on 5/31/2011) and had a terrific dinner at the restaurant (Amber Lantern). The cost of the dinner can be applied to the slip fees ($1.25/night).

We had one of the best dinners we have had on the waterways here, excellent chef and the service was impeccable - can't hardly wait for this evenings choices. (good wine and beer selection as well)

This is a very nice place to stop and the prices for the accomodation make it one hell of a good deal!!!!

Count on us returning here for another stay.

We stayed here on May 15th. We were welcomed by Brian, Mgr. He helped refuel our boat (diesel @ 3.75/gal. including tax! Lowest around!) then showed us around the place including the restaurant where we met the Italian chef who was an ace at food preparation. He first asked what we liked, then suggested to try a little of everything by getting appetizers. So delicious! This guy creates delicious entrees with an awesome presentation. We were treated so well by everyone including our bar maid/wattress who was so very sweet. I am so pleased. I highly suggest this ICW stop for anyone. The bathrooms are immaculate, the docks are new floaters including dockside pumpout, (great water pressure in the water hose when spraying down boat!). Good place to come after going through the various bridges and locks. You deserve it!

Can't beat the free night's dockage when you eat at the restaurant. Restaurant a little expensive, but the food and presentation are exceptional. One of the best meals I have ever had. When you look at the whole package of dockage + food, it is a great deal. Restrooms are very clean. The shower is large, but there is only one. Brian and staff are great. You are subject to wakes from idiots who don't slow down when they see they are obviously passing a marina, but fortunately we weren't subjected to many of those.

The marina is about 1 yr old. We got diesel at the best price around, then free dockage for eating at the Amber Lantern Restaurant located on site. The food was excellent, $78.meal for 2 with 1 drink ea. Brian, the dockmaster was extremely friendly and helpful. Some passing boat wake as you are right off the waterway, but the bridge tender reminds folks northbound that they are in a no wake zone. Extremely close to the Steel Bridge, so departure from the marina can easily be timed with the on hour openings.
