Yes - Free, tie up behind the L-shaped dock at the harbormaster's office, adjacent to the Coast Guard station. The dinghy dock is on the back side of the dock. Signs state "Pickup and drop-off only. 30 minute maximum.", but this appears to only apply to the outward part of the dock.

Few Moorings, Small only short term Dinghy Dock, 2013-06-24

Only 5 of the moorings are in the protected inner harbor. We were assigned a mooring at Stage Fort Park, which was very exposed and in not in a no wake zone. The dinghy dock space is very small and the sign states stays are limited to 30 minutes. So, you are limited to the time the launch is running. After being bounced around in the wakes, we decided to travel around to Rockport for the night.

It's just a mooring but it's in a very protected part of the harbor. Easy row to the dinghy dock and the HM was gracious and accomodating.

They take reservations. Call early (very early) for special weekends.

Harbormaster was very helpful and friendly. Moorings are $25/night, but no launch service is available. HM gave us very useful information about town - and there are a ton of services, shops, restaurants, etc. nearby. Dinghy dock is behind the L-shaped dock at the harbormaster's office, adjacent to the CG station.
