I live here so haven't used the dock as a transient. Capt. Ed must have visited in the early summer after a flood when the current can get pretty strong. Normally there isn't much current to speak of. The docks are near some very nice restaurants and the yacht club. Sometimes on the weekends there will be bands or DJ music late into the evenings. You'll also hear the warning bells on the bridges when they open, which is often. I would recommend the River Street docks for a more relaxed atmosphere.

Very strong current, at least 3 knots. all docks are perpendicular to the river. Decent floating docks. Maximum length is about 50'. Long walk to showers, restroom. Staff will come for you with golf cart. Other muni docks past bridges close to marina facilities. Bridges are fairly low and must be opened for most bigger boats.
